CCA does not continuously leach out of the wood. The problem is, the arsenic itself (unlike the copper and chromium) does not leach form the ground completely. That is why it is still present years later.
We have a HUGE problem with arsenic in the ground in parts of NJ because of this.

I am aware about the use of waxes in water sealers as well; rather than get into a *TOTALLY* confusing discussion, I wanted to keep it simple. What is boils down to is: Thompsons contains such high level of wax that when applied in an inconsistent manner (such as most homeowners do) you get footprints on the surface. A piece of lumber, cut crossgrain, treated with this product, will have a visible barrier of wax. Olympic, and others like CWF-UV, do not have this visible layer.
