Okay, 4" is more reasonable. I'd say 6" is too small a frame unless the frame has a bent top tube. (Inseam)-(Seat-tube + BB height)= standover clearance.
Let's assume a 35" inseam, 20" seat tube, 12" bb height. That leaves 3" clearance, plus the drop from seat tube top to top tube top. So figure 4", as you said.
Anyway, I didn't want to confuse Noel by citing top-tube lengths vs. seat tube lengths... just wanted to point him in (hopefully) the right direction (frame size), and then go from there. Something in the order of a 24" top tube, but like was earlier meantioned, Gary Fisher bikes sport longer-than-normal top tubes, which many find uncomfortable. With the exception of GF and perhaps Rocky Mountain, most 20" seat-tube length frames will have VERY similar top-tube lengths, I would think.
