Many perfectly reliable, servicable, old cars could consume thousands of dollars worth of work. Jeez, I've seeen late model low mileage cars that get incredible laundry lists of necessariy work by picky mechanics.
I read your list on the C900 BB and the only thing I saw that made sense was fixing the wipers. Likely most of the issues quoted will last years and years in their current condition. Don't fix 'em until they really break or become unsafe. And I don't mean unsafe as in unreliable, that's a given you accept with a 17 year old car, I mean unsafe as in dangerous.
Drive it 'till it drops. As a rule of thumb, $3,000 worth of work on a $1,500 car *might* make it worth $1,600.
You don't seem adverse to working around the problems and if you look decent driving around, you said the body was nice, don't sweat it. Only fix what's absolutely needed.
