With toe clip (clips and straps) you really have to tighten the strap down to prevent your feet from slipping out especially on the upstroke. This can get uncomfortable for your feet if your in the toe clips for any period of time. Plus, if you have to stop quickly or start falling, you're strapped in and there's no way to get a foot down.
Clipless pdeals will allow you a fluid pedal stroke (upstroke and downstroke) and once you are used to them, it's very easy in and out. With road-specific pedals, cleats and shoes, they are not meant to be used for walking. If you plan to make stops and get out and walk, go the off-road pedal/shoe route. The cleats are recessed into the sole and the soles are semi-flexible.
Time off-road pedals are undeniably the best. For road, Time, Look, Shimano, Speedplay, etc. all have their upsides and downsides.
