Both styles of recessed anchors for placement in concrete will have to be tapped into the drilled holes. This step is actually very easy and fun, provided none of the holes got over-sized by sloppy drilling. The cover installation kit should include a short steel punch/rod that you use to drive the thin shelled sockets into the drilled holes. The exterior of the sockets will have knurling which will be deformed by driving into the concrete and grab the sides of the hole to prevent being pulled back out.
My threaded anchors are a flange style that is placed into a 2-inch hole drilled into the wooden timbers, the flange is then held by three brass screws.
Asuming your pool is rectangular rather than free-form like mine, you will want to use a chalk-line to get all anchor points in a straight row on each of the four sides.
