Use the merge lane for as long as you can. Once it ends, you stop and either merge or sit there.
Those people look like they are just using the breakdown lane to get around traffic and someone decided to block them. The breakdown lane/shoulder is NOT a travel lane unless posted as such.
The woman should be arrested and/or sued. What a moron.
