My take is that a dotted line equals a separate lane. Separate lanes have full rights to traveling within the posted speed limit... putting your car across the line equates lane straddling and I believe is illegal.

That being said, we've got a merge area near us where the highway goes from 3 lanes to 2 each way, where the dotted line goes away a good 100 yards+ before the lane gets smaller, and many during rush hour try to pas 10 cars and then pull in... to which I say no dotted line means it's ONE LANE. I drive to where the dotted line stops, put on my turn signal, and merge adjusting speed to match the other lane... staying to the right so others can't pass. People next to me almost always respect and let me in, and have often then held person behind me at bay by pulling close to my bumper and forcing them to be next in line.
This has pissed off people of both genders and many different nationalities/ethnicities who felt entitled to more than their share of the road. Only had 1 or 2 people in several years who felt the need to still pass on the shoulder between me and a concrete wall, usually honking and indicating their displeasure, as if they were 'right' to pass on the shoulder - makes me laugh, honestly.
