The merge lane is to allow entering traffic to match speed with traffic on the highway. If the highway is at a dead stop the entering traffic doesn't need to accelerate.
But where do you merge? I use the merge lane only until the paint stripe ends, then try to enter traffic - keeping both eyes open for those behind me passing on the shoulder, and those in the traffic lane trying to prevent me from entering.
Pretty much a lose-lose whatever you do. I hate those who use all of the merge lane and part of the shoulder to pass stopped traffic, but I don't play vigilante with my car either.
