I'm really finiky about how my lights are aimed (all of them, not just aux ones). So, here in Maryland, where every other car has low beams aimed right in my eyes, it's really annoying (actually, the inspection requirement here for headlight aim is +/- 4" at 25 feet).
Fog lights, if properly aimed, will be no where near your eyes (note the qualifier). I use mine (aftermarket Cibié mounted above the bumper) for fog, but also occassionally to fill-in the area right in front of me (wet roads sometimes seem to just suck up light, so I need added illumination).
I made sure none of my lights offend anyone (through proper aiming), so it really annoys me when so many other people don't do the same.
