First check the date of manufacture (at least the month and year are on the "this car is OK per the EPA and DOT sticer") - that's how long it's been sitting, including the time on the boat.
As for the tires, it's not like flat spots will suddenly appear 6 months from now. Did you drive this thing? Did it ride smooth, or did it go "bump bump bump"? On a 9-5, well balanced and "uniform" tires (at least up to a "uniformity" measurement of 12 lb. on a "slow roll") should be smooth as can be up to at least 100 mph (why do I know this? See NINES #262 (March/April 2003). If it goes "bump bump" even after you drive for a few miles, then you can insist on replacement.
Tire rotations are to equalize the wear front to back. I don't imagine you need that done.
If oil can stay in the can for years without harm, why not in the motor? What could happen? A little moisture condensation? a little fuel dillution? That will boil out when you drive the car. They tell you to change your oil at least once per year on the assumption that you are driving it more-less regularly, and you are consuming the anti-acid additives in the oil with your short trips. This car has just been sitting there, moved maybe once in a while when they needed to repave the lot.
I think you're worrying too much about it. Just enjoy the car.
