Maybe Saab would still build a safe car if there were no seatbelt, head restraint, side impact protection, etc. regulations. I would like to think so. But we all know the big 3 had to be basically coerced into putting seat belts and head restraints into their cars. So even though I own a Saab, when I rent a car I benefit from safety features that might not be there, if it weren't for regulatory pressure. Not that the safety features are well done, mind you.
I simply don't have the time or expertise to engineer and build a car or to modify an existing unsafe car so that it's safe (even if I did, crash testing my prototype would be heartbreaking). And few people do, which is why society, via our government, has decided these regulations are good. It's the same in principle as building codes and fire safety, except that we've seen how big money interests subvert the regulations when it comes to SUV's.
