I will be bold enough to disagree on some points with Swedecar. He sez high NOx "almost always due to high engine or combustion temp." These factors can contribute but many other factors also contribute. Other factors would be more likely IMHO.
If you could list the full exhaust gas readings from your inspection report (hope you get one in NJ), some limited analysis may be possible over the internet.
Your main need is for a competent diagnosis of your problem. Properly equipped shops with sharp personnel can pinpoint your problem. I can probably direct you to an appropriate facility in your area if you want.
My quick opinion is that the aftermarket catalytic convertor installed at previous inspection was barely up to the task of generating passing numbers when brand new, and has no chance 2 years down the road. Analysis of gas numbers might change my guess. Factory cat will probably fix you up, AFTER CAREFUL ANALYSIS OF GAS READINGS.
Swedecar, you have a nice website and I am pleased to see you are an iATN member. The cutting edge information that will correct your misopinions about lean/rich etc is available there so I commend your attention to iATN especially the Emissions Forum. Have you studied Lambda?
