The whole point of the split housing is to have two cylinders supplying half the turbo - having a 4-2-1 into the turbine defeats the purpose.
You could either merge two small pipes - one from each pair going to the turbo - and mount the wastegate on that. But why not just use the internal wastegate?
I am no expert but everything I've ever read about mounting wastegates says you want it in a place where all cylinders supply equal pressure.
