A twin scroll turbo has TWO openings at the turbine inlet. Half of the engine's exhaust gases (1-4 and 2-3) go into each opening. There is no point in a twin scroll manifold where 1-4 and 2-3 exhaust gases combine.
(Twin scroll turbos spool up faster but are a bit more restrictive for all-out performance, btw.)
The picture shows a manifold with a divider for a twin scroll turbo. You can see how 1-4 and 2-3 are split.
To use an external wastegate, you need to weld one pipe from the 1-4 section and one from the 1-2 section, then merge these two pipes at the wastegate. But it may be that unless you keep the two halves completely separate even at the wastegate (with a baffle inside??), you might mess up the whole point of the twin scroll because the objective is to keep the two halves from messing with each other in the first place.
