I agree that if you had a divider AT the wastegate that could keep the two halves separate, it would work in theory.
If you connect the two halves and allow gases from 1-4 and 2-3 to mix, you defeat the purpose of the split because the point of a divided mani/twin scroll is to allow one cylinder at a time to expel its gases without having to fight the existing pressure you'd have in a normal manifold from the other cylinders' exhaust. That's why it's 1-4 and 2-3 paired: if for example 1 is in exhaust stroke, there is no pressure resistance from 4, which is in compression stroke at the same time. You get higher gas velocity, which is good, and you don't have other cylinders' exhaust trying to push back into the cyls when they're in exhaust stroke, which is also good.
