I am not an expert, but it has been explained to me that yes the amount of oxygen in the air stays constant, but it does go down per volume of air.
If you can burn 2.0 liters of fuel at sea-level, you will burn around 1.8 Liters at 5000'. Now how this all applies to turbocharging I have no idea, but I do know that even air compressors and hvac ac compessors do not run the same here as they do at sea-level, they are not as efficient...
