I just remembered that a b23b(r) really needs a strut set up to fit (unless you can figure out a longitudinal mount for the engine) but yes a b20 can be agressively tuned to a reliable 300 hp. it can even hit the 250 with just bolts-ons and new injectors. A 250 hp rwd drive saab would be very fast, the biggest problem is that the stock tranny doesn't hold the power that well and all that down low torque (max at 3k rpm on a b20) makes traction tough. You can get a stronger gearbox if you talk to GM (Gary Moore) and with some decent wide wheels i don't see why 250 rwd hp wouldn't land you in the mid 5's 0-60, but this would be a long term project, don't think about getting on the road to soon.
