I think you're right. We must remember that the turbo shaft is spinning like 10,000 RPM, and at that speed, the theory that a ball bearing is going to reduce friction is sketchy at best.
There are two things I see that make ball bearings worth while, but it's not like the non-bb turbos burn out quickly.
#1 is when you close the throttle, and as the dump valve actuates, the back pressure forces on the turbine can cause the shaft to contact the bushing.
#2 is that the space cause by having a ball bearing might provide for higher oil flow through the bearing.
