With electric motors, 100% of the torque is available from 0 rpm. Yep, that's 100% of the torque 100% of the time.
So from a standing start, these little lightweight cars are surprisingly quick. However, once they get moving, there isn't anything left to give a harder push (pretty much the exact opposite of a turbo SAAB). This makes them a very attractive city vehicle, particularly since they have quite a limited range.
As for your temp. problems- the intake air temperature shouldn't directly affect your engine temperature. Try checking your thermostat and radiator fan. If the "smoke" you see in back during acceleration is white, and your coolant levels are mysteriously dropping with no visible leak, you may need a new head gasket.
