they have the know how to sup up your car with out hurting the smog. Remember its a Turbo and tipical smog test are as follows... Your car will be in park ( auto) or neutral ( if its a stick ) the revs will be brought up to up to about 1800 rpm for 45 sec, then the will raise them to 2500 rpm for another minute or so to sample the Nox gases etc. Keep in mind that your car is not under load so the turbo is doing no work so the power of the motor is that of a 240 Volvo maybe so there's little to worry about there as for passing the smog test.....unless they test smog on a rolling Dyno then your screwed. I live in Northern California and I've yet to see a smog test that does, which is a good thing because when my new power plant for my 900 is done I will have some 350HP at my disposal which I would think would be more concern to smog than a slightly modified car. all the upgrade you suggested will make substantial gains in power and drivability but make sure before you dive into power goodies that your car is running very good ie no vacuum leaks , fuel problems electrical problems. etc the better it is running when you start to upgrade the easier it will be to upgrade.
Any how I hope this helps, good luck and enjoy your ride.
