grommet popping out under boost, how to fix?

The grommet on top of my intake manifold that feeds the brake boost and cruise control? (88 SPG) is popping up and releasing pressure under high boost. I looked at the rubber and the plastic piece and they appear to be in good shape. I then wrapped stainless steel wire around the manifold and over the top of it to try to hold it down, but I still get a big stutter when I hit high boost (24psi). Someone suggested surrounding the rubber w/ silicone, making it permanent-like. Any drawback to doing this? Any other suggestions?
