RTV silicone emits some acetic acid vapors as it cures. This seems much less pronounced with modern products. It will not harm anything.

If you use silicone on fuel fittings, it will swell greatly and bits can foul up neddle valves, jets, injectors etc. So never in a fuel system.

Many gasket joints in engines are made with silicone. But should never be used between dissimilar metals, as differential expansion will chew it up.

Silicone seal is not very strong, and it may not keep the subject rubber fitting from blowing, but if it does blow, it can be removed and you are back at square one. But something reliable is needed, because the brakes are quite useless without the vacuum, and this is a serious safety issue. Perhaps the stock rubber item has aged and a new one might be more secure. The high boost pressure is no doubt the root cause.

If you are securing mechanically, perhaps a large external backing washer or plate could be used.
