I can't speak about the LH system, but you really shouldn't have any trouble getting any Saab to pass emissions testing, even with a dyno. We've had them in California for several years and with few exceptions all my Saabs make it through without issue. Most of them fly through well under average numbers.
If you're having high NOx numbers and a new cat didn't help, I'd pay special attention to the AMM and O2 sensors, and possibly run a couple cans of GM Engine Top Cleaner through the intake. On my '86 S a thorough cleaning of the CCs dropped NOx numbers from around 1200ppm to 600ppm. FWIW, your stalling problem is a solid indication of a car with issues - have you tried replacing the NTC/CTS and AMM? I'd start there before using resistors and other hacks to make it work.
