The increased compression ratio of an NA vs. a Turbo car should not even remotely cause a failure of the smog checks. My three more recent turbos ('80 900T w/ 16v conversion, '88 9kt, and '90 SPG) all ran through the NOx tests with ratings in the 100-200ppm range. A 1 point bump in static CR could not possibly result in an NOx increase high enough to fail the tests. I'm pretty sure California has the most restrictive NOx requirements, and they're currently at ~950ppm. A healthy engine should not be producing NOx levels that high. Even my old 8vs weren't that bad.
While I'll grant my experience with non-turbos is limited to my '86, I can attest to the fact that it was a headache to pass. I spent damn near $1000 on parts and it still failed, though with each replacement it got slightly better. My last-ditch effort was the GM cleaner, and it worked wonders. It did equally well on an '88 900T I had a while back, reducing emissions from a failing 1200ppm to a passing 800ppm.
My bet is that the "high" static CR doesn't cause a problem in and of itself. More likely, the high CR coupled with generally crappy gas and your average driver results in excessive carbon deposits and, as a result, seriously high NOx readings. The fact that a simple chemical halved my output certainly seems to confirm it. I'll be due for the car's 3rd California smog in November, so we'll see if my theory holds. :)
