Replace or Rebuild a '90 9000CD? Lost compression.

My 9000 CD has 180k miles on it. I enjoy wrenching and am planning on building it out some. I bought a red box have not installed it yet.
Right before Christmas it lost compression while driving on the freeway. I recently started commuting 30 mi/day on open 75 MPH road. It happened rather suddenly and progressively got worse to the point that I limped home at 45 MHP. Towed to my friends where I wrench, and checked compression and leakdown and found: 1-150, 2-10, 3-120, 4-150. Started pulling head last night to take a look.
#1 - is this model year worth investing in, or should I get a newer 9000 with better ignition? If so I'll just get it running and sell it.
#2 - Or, replace the engine with a lower mi on regardless?
#3 - What high bang for buck upgrades should I be doing while I am in here?
#4 - If I keep the high mileage bottom, what upgrades should I do?
BTW, the turbo will whine softly once in a while. Changing the oil filter usually stops it from whineing. Planning on having a local diesel shop rebuild it.
Clearly there is a lot to consider here. A clear plan much appreciated.
