Seriously, crystals in steal form in the molten state. I am unsure how freezing with nitrogen would strengthen. The reason it affects rubber is that it changes the 3 d configuration of the organic structure of rubber. Steel has no such structure, and on a molecular level resembles a box full of golfballs, where the balls neatly form a pattern.
IMHO, this seems strange. If there is a change in strength is there an increase or decrease in toughness and flexibility and elasticity (I use the terms in the engineering sense)? Those are key issues here. Aa decrease in elasticity would have tragic consequences.
