I have to be doubtful about the effect on brake rotors. These are simple cast iron parts. They are not heat treated. But if there was some effect from the cold treatment, I am having trouble with the idea that this 'effect' would persist after high temperature braking. And this is a nasty abrasive environment with some metal on metal wear.
If the wear characteristics of cast iron were improved, then treating an engine block might be beneficial. Ditto for piston rings and cast iron cams.
The cylinder walls for GM/EMD locomotives are hardened. They have a powerful laser that scans the inside for a real fast heat-quench treatment. These are two stroke diesels with four huge stellite sodium filled exhaust valves. There are no intake valves. When the piston is near its end of stroke, air intake ports are uncovered and boost pressure flushed the exhaust gasses out. Yes, the boost pressure exceeds the exhaust pressure. There is a roots type blower and a turbocharger, or at lower RPMs the turbo is gear driven by an overrun clutch. EMD was getting into 4 stroke engines but I don't know how all of that worked out since I left GM/EDS. OK, I will stop babberling!
