That's exactly what my 1990 SPG w/Mitsu turbo started doing once the turbo started to go. At first I could only boost around 18PSIish. Before that I was hitting 23PSI with the same setup, so I knew something was wrong. Keep in mind, this is just a guess to what the problem could be. Once your turbo starts to really go, it will only boost to abount 10-12PSI, or worse. I replaced the turbo with a Lesco Garrett T3-60 turbocharger w/360 thrust bearing and 18PSI wastegate actuator. There might be some other various problems, but the turbo is my bet. How long have you been high boosting on your turbo, and how many miles does it have on it? Is your coolant resevoir draining slightly? What happens is that coolant seeps in while you're boosting, and your o2 sensor reads a bad mixture, and then it adjusts everything with timing. Mine went about 10 months after pushing 20+ PSI.
