The stock SAAB TE05 is good up to about 18 psi, as you have found out. You are correct that you are generating too much heat in the charge air. A band aid for that is water injection. Water injection is better employed to reduce the charge air temperature for a properly run/prepared turbo (ie: one that can handle 20+ psi) and to make up for the inadequacies of the stock SAAB fuel system.
An FMIC would help, as would a fan on the front of your current IC. Exhaust would also help, and is the most likely candidate to allow your stock turbo to run higher boost levels. Again, these are all band aids for a turbo that can't take the heat. You will end up blowing the seals and/or baking the center section on the stock turbo after a few thousand miles of 20+ psi driving, and you'll be getting pressurized oil blow by (way more than normal, anyway). This will either fill your IC with oil, or blow by on the exhaust side causing "crop dusting" exhaust, or both!
Check your turbo's condition before replacing it. You can run a TE05 safely at around 16 - 17 psi, but even those levels are getting outside of its efficiency range.
I now use a custom built TE05 with a 16G compressor wheel and a 360 degree thrust bearing, from turbochargers.com, along with water injection (Aquamist 2c from Brad) and a fan on the IC (also from Brad).
And remember, I learned all of this the hard way! :o)
