a very big smile across your face. I know we talk about trying to keep a budget with these SAAB's but the truth is that when we upgrade one part, the others must follow. I personally haven't bought and installed a NEW BIGGER turbo just yet and I know the one your using should produce 18 psi easily unless somethings wrong with it. That said, I can tell you that I saw faster spool up with the 3" downpipe added and I know others would agree. You have a good amount of mods already and your fuel mods can support that amount of boost, but a little more work and $$ will be needed to get you to 18 psi(SOLID)! The Water injection works wonders for the problems your facing and regardless if you need to replace your turbo or not, you should still consider adding it to your list because you're still gonna need it. One other thing you haven't addressed (at least that I can tell)is somehting to help your timing. I have the SPG9 A.I.D and it's just great(20 degrees). Others use similar items to get like results. I think it's odd that your getting that much knock and lack of boost sustainment even when the temps are as low as you list them to have been. The FMIC is always a good idea on the C900, as it will help control detonation but if the timing is OFF or not supported, all bets are off.
Add water injection, 3" downpipe and consider some type of ignition mods and call it a day. If you need a new turbo upgrade to something bigger as others suggest.
