Pistons, Compression, and 2.1's... oh my! Q's?

Hey all,
I'm getting my parts list together for a possible next summer performance engine rebuild. While I'm preparing (mainly saving the money) I'll buy some parts that I need here and there, so I'd like to know a few things before I start. Stick with me, I'm new to these engine internals.
My plans...
2.1 head/intake - fully ported and polished
some aftermarket regrind cams
JE or Mahle pistons
stock connecting rods - shotpeened and balanced maybe?
stock valves - possibly custom
I need to know a few things about compression, since obviously I'll be changing it quite a bit with these parts. Just by some online research I've been seeing that 8:1 seems to be a little low for my tastes. I still want fairly good fuel efficency and not alot of turbo lag. If possible I'd like to make my low end a little more powerful.
So... with what parts/procedures do I reach a compression ratio of around maybe 8.1-8.5? Is there any other comp ratios I should consider?
Lastly, what size overbore should I do on the block? I found a source for Mahle pistons on http://www.thesaabsite.com, for at most like $300. They are all SAAB spec. The 'size' column has sizes from std=standard, .020, and .040.
I want more power obviously (lets hope my tranny will enjoy it until I save enough for the EVOII w/LSD), but I still want a streetable, fun car.
Anything else you can help me with would be great!
Thanks guys,
Taylor
