The Ng900's and 9-3 T5's get a lot of boost pressure overshoots with a ball-spring MBC. This a fundmental property of a ball-spring MBC which gets worse with high rates of boost pressure increase that come with undersized turbos or cold weather or both. This triggers fuel cuts which make one lower the MBC setting to get head room for the overshoots. This means a lower boost setting. If you eliminate the pressure overshoots, then you can get the boost setting higher.
With a C900, you would be concerned with AF during the pressure overshoots.
The APR is not a means of boost regulation of any kind. What it does to is apply a regulated amount of pressure* to the WGA, as boost starts building, in anticipation of the MBC opening. What this does, is eliminate the time delay where the MBC needs to build up pressure in the WGA before it even begins to lift off of its seat. The APR does not effect the MBC setting, because the APR stops flowing when the MBC gets the pressure up pass the APR's set point. And a basic, non-relief type, APR will not vent any air overs its set point and thus it does not interfere with the MBC's bleed port flow volumes. You can get a good APR from harbor freight for ~$9. And a MBC is cheap too. So this is a good solution. To read more, search for drs_anticipator on this and the 9-3BB. This is refered to as a MBC+anticipator. This is a fundmental improvement to the ball-spring MBC.
* The amount of pressure applied is quite small. Certainly not enough to lift the WG off of its seat.
