I seriously doubt there's any way you'd notice chassis flexing in a 9-5 with street tires!!! I'm sure it's far stiffer than my 9k Aero, which is a fairly stiff chassis already. Some of the changes people are talking about, like stiffer rear bars, and reversing the tire pressures so rears are higher than fronts, would work great for low speed autocrosses, where you're trying to convince a nose-heavy FWD car to rotate. This can become very exciting at higher speeds (read as scary, causing you to get an up-close look at the scenery if you're not ready for it). For higher speeds you want a more neutral car so it doesn't swap ends on you without warning-understeer (push) is much safer for most people to deal with.
If you think the rear end feels "light" now, I interpret that as being oversteer, which a stiffer rear bar alone will exacerbate. For street use I'd say upgrade both front and rear bars together, or go with a better set of shocks and/or springs.
Also, I can't remember if you mentioned what kind of tires and what pressures you're running earlier in the thread, but that's also something to consider. If you're using crappy tires or low pressure it will be like wallowing around on gumballs, and you may just be noticing the soft sidewalls of the tires as you lean on them.
Adding a spoiler will probably have no noticable effect on downforce at speeds under 100 or so, just my guess.
