A gutted cat is like a big hollow chamber for the exhaust gasses to bump around in greating a highly disrupted flow. A smooth flow is key to an efficient exhaust system, hence why performance cars have mandrel bent pipes, step headers, polished exhaust ports and all kinds of other modifications to improve flow. Any extrenal modification such as a less restrictive exhaust or intake will increase the efficency of the engine making both more power and better fuel economy. Win/win really.
As a note to Justin, I believe the only appreciable performance diference between the US and Euro spec cars was the lack of cat, though I am not certain. A richer mixture alone will actually decrease power and virtually all cars run open loop at WOT anyway. You're certainly right that a high-flow cat is essentially as efficient as a straight pipe and you doing you part for the environment too. I.m of the opinion that a car with high mileage is likely to have an essentially useless cat anyway though. The first time the car runs rich the catalyst may self destruct and the internal materials can also disentegrate after many miles of vibration.
