Totally agreed on the gutted cat thing... in the case of my '80 900T it does have a straight pipe... the '88 9kt had a blown out cat. As for the richer mixture, I think I may have been unclear... The 02 sensor allows the system to run even tighter tolerances, and tends to err on the side of too lean over too rich. Sans O2 sensor, the system will tend to run slightly richer ... not much, but certainly some. You can observe this by disconnecting the O2 sensor on your car and watching the mixture change on an a:f meter. At idle, it's barely noticable, but especially under boost you can see a substantial change.
As for passing without a cat, it completely depends on where you are. Here in California, there is no bloody way in hell a Saab will pass without a cat, as we measure NOx here, and that catalytic converter is the *sole* method for controlling these emissions. My '88 9kt, with a 10k old engine, rebuilt tranny, new O2 sensor, new AMM, new injectors and an entirely new ignition system (coil, plugs, wires, cap & rotor) still bombed our emissions. HC and CO may have passed with a little tweaking (there were slightly outside maximums), but NOx were almost double the legal limit @ 2400ppm. That said, if the '88 was an '80, it would have passed... The controls in California get substantially tighter as the cars get newer. Once I got the cat replaced, emissions dropped to virtually unmeasurable... The tester guy commented on how clean the car was running... within ULEV standards!
