Steering Rack bolts?

I have a similar problem in my 9000 (1995 Aero w/ 176,000 miles). When stationary and turn the wheel, you get a 'pop'.
Then on the highway, the steering is vague, the car wanders, and tramlining (the car wanting to follow troughs in the pavement) is bad.
I've replaced both lower ball joints, tie rod ends, and replaced the rear wishbone bushes with poly. Still bad. Grrrrrrr.
Searching the 9000 board for "wander" leads me to believe that the steering rack bolts need tightening as the rack itself is probably moving. I have replacement bushes, too, but removing the rack sounds like a PITA, so maybe a quick tightening will do it.
The wider wheels/tires you recently installed probably exascerbated the condition.
I plan on doing a good investigation and tightening of the rack bolts this weekend. Will inform on what I find.
