Timing chain question

The head gasket on my 94 c900 CE cv went this last week. I pulled it and it is at the machine shop getting pressure-tested today. When I measured the timing chain tensioner plunger gap it was at 13 mm. Townsend said that the chain should be replaced if the gap is larger than 11 mm. So I ordered a chain with a master link, 'cause I want to do the replacement without pulling the engine.
My questions are:
Does the chain really need replacing? (This is my first head gasket job and Im already feeling like I got a lot to deal with here.. )
If it does need replacing, there is a special Saab chain rivet-crimping tool listed on the Townsend shop bulletin, which I dont have.

Is there a good place to get this tool or a way to do it with another tool?
My local dealer doesnt have tools, only parts, although I might be able to special order it.
