Third time's the charm...HELP!!!!

I posted a message last week regarding my 2003 9-3 Arc not starting. The car has full power, starter and everything else checked out to be ok. Put the key in the ignition switch and there is absolutely no turn over.
The initial thought/fix was a $120 cleaning of the key switch mechanism. That worked for 5-6 weeks. Last Monday, 03 May, the same problem occurred. I took the car back into the dealer and they determined that it was the wiring harness that had to be replaced. I was told by a friend with a great deal of auto repair experience that they must be certain if they determined the wiring harness to be the issue because it is a costly ($1,400) repair. I picked the car up last Thursday – Saturday night it was dead again with the same issue – full power but no turn over when I turned the key.
I had the car towed into the dealer yesterday and they are now telling me they are checking with SAAB engineering on the east coast – they believe it may be something in the “EMC” (engine control module).
HELP…!!! Thoughts? Suggestions?
It seems logical that the dealer has incorrectly “diagnosed” the issue to the sum of $1,700, which now includes two towing charges….does it seem as though they are on track? I am hopeful that the dealer will acknowledge their initial two “diagnosis” and reimburse or offset the cost of the first two repairs and not charge me for this repair – this is unbelievable.
