It should work if the CIM is properly divorced from the junk car and that it comes with a matching key from that same car.

I have not done it myself though but I have heard others do it.
It would be the same programming as when installing a new CIM but when asked about the keys, they use the command use existing keys instead of new.

You can use the Tech 2 to do a key force on and that way they might be able to start and drive the car and then they do a key force release again with the Tech 2 to get the key out.
