Because Saab (and all others too) has scaled back maintenance to a minimum to please the emission Gods, everything is pushed forward to when the car is out of regular warranty and then they tell you what actually should have been replaced earlier.
It's a cat and mouse game.
When cars gets certified they have to promise they don't let out hazardous waste in too big quantities. By promising that they don't "need" and fluid and filters changes at all for a long long time, they are seen as much cleaner than their predecessors.
When the car is finally out of warranty, they have more freedom to sell you the service the car really needs.
If you are planning to keep the car for a long time, changing fluids more often than the book says can be a lot cheaper in the long run.
