It's not possible to answer since we don't know the scenario in how the engine sucked up the water and stalled.
If you had some rpm going when it happened, it could have blown just about and weak spot anywhere in a head gasket when the hydro lock happened.
One easy test is to remove the spark plugs and fill up the cooling system with water and put it under pressure. If you see water coming into a cylinder. you either a bad head gasket or a crack in the metal somewhere.
