I had the repair done a couple of years ago. I still have the letter, dated Feb. 2010 - here's what the important parts in the letter say (note that some of the info may no longer be current since they weren't in bankruptcy then):
As the owner of a 2003, 2004, 2005 or 2006 model year Saab 9-3, your satisfaction with our product is very important to us.
This letter is intended to make you aware that some 2003, 2004, 2005, and 2006 model year Saab 9-3 vehicles, may have a durability issue in regards to corrosion, most noticeable in geographic areas where rust is most common, such as areas where salt is used to control snow and ice. Particles of gravel or stones may be caught between the spring and the lower spring seat. High forces will destroy the paint layer, starting corrosion pitting on the raw metal that will accelerate in a corrosive environment. The corrosion may weaken a spring and, in some cases, may cause the spring to break under high stress at the exposed location. When the spring initially fractures, the ride height of the vehicle lowers 0.4 - 2 inches. This is accompanied with changes to vehicle steering and handling characteristics and will most likely cause front end suspension noise.
(underlined) Do not take your vehicle to your Saab dealer as a result of this letter unless you believe that your vehicle has the condition as described above. (end underline)
What we have done: Saab Automobile AB is providing owners with additional protection for corrosion failures of the front springs. If this condition occurs on your 2003, 2004, 2005 or 2006 model year Saab 9-3 within 10 years of the date your vehicle was originally placed in service or 120,000 miles, whichever occurs first, the condition will be repaired for you at no charge. Diagnosis or repair for conditions other than the condition described above is not covered under this special coverage program.
