The balance shafts turn twice the speed of the engine RPM. So at 4,000 rpm, the chain is yanking them around at 8,000 rpm. So at redline they are running over 12,000 rpm. I have seen two failures of the balance chain coming off and lodging in the timing chain taking out the entire engine. On a '03 with those miles, probably will total your vehicle and turn it into a $500 parts car at best.
Your in a good position now, a car that still runs, you know exactly what work needs to be done and the costs related to such. Just depends if you enjoy taking trips to Vegas to gamble or the beach to lay and clear your mind.
My recommendation of course is to make the repairs, I'm a beach type. Its a good piece of work to advertise when putting it up for sale.
