Boost control valve

probably an old topic, but one that's hard to find resolution on. I've tried for months to solve the P0033 code "turbo bypass control circuit open" and constant state of half boost operation. I've already replaced both control solenoids(bypass control and boost control). After resetting computer by disconnecting batt, car drives get with full boost and then throws the code again after 20 minutes and goes back to half boost. Is the actual turbo bypass valve on these 2.0t low pressure turbos internal or are they easily replaced. Any other causes of this repeated problem other than a bad diaphragm in the BCV? Thanks.
