Spread out the stress and the thin aluminum heat shield will last a long time. On my 9-5 the nuts had only a small bearing surface for the heat shield, so the thin aluminum didn't have much of a chance. I did a quick search and found that fender washers with a 1/8 inch center hole are available in 1-1/4 inch outer diameter, same OD if you get a 3/16 center hole.
I think I did the PB Blast first too. Nuts came off with no trouble which pleasantly surprised me.
Total cost may have been under $3 for the parts. The neoprene washers cost far more than the SS ones.
