The sender alone is relatively inexpensive (compared to a full pump). Is the fuel pump original? If so, it would be best to replace the entire unit with the car's current miles.
I had the sender only replaced on the wife's 9-3 last summer as she had under 80K miles on the car but the gage was acting wacky. Tank does need to be lowered/removed but the procedure is simpler, and cheaper, on the 9-3 than on the 2006+ 9-5 models.
How old is the car battery? A weak car battery can cause a lot of flaky conditions on the 9-3, possibly causing your key issue. A new Valet Insert custom cut to your car is ~$50 (see link), the Saab brand key housing is ~$70 (NOTE: the ~$20 ProParts brand housing does not contain any electronics and is not a valid choice for your situation). You will still need it programmed to the car with a Tech-II device. Does the Ex-Dealer's price include both parts PLUS the programming? Did the key problem start after you replaced the key battery? (your message sort of read that way) If so, is it a known good battery?
A flush of the brake fluid can do wonders for intermittent ABS faults on any car.
