We now have the clues to properly diagnose this car.
Outside temp : 22C / 72F
System pressure at rest (cold engine) : 87 psi
Low side pressure (engine on, AC on) :
26 psi (low speed) to 35 psi (full blast)
High side pressure :
210 psi (stable), if cabin fan is on low (auto, 22C cabin setting); rad fan is normal.
180 to 230 psi, if cabin fan on HI and temp to LO (coldest); rad fan goes from normal to hurricane and back to normal each 10 seconds.
Another data point : the sight glass in the middle of the gauge set is showing bubbles and a fair amount of yellow-dyed oil. This car had 2 failures in a year ; last may (pressure hose) and expansion valve (sometime last fall or this winter). The shop did at least 4 leak tests (1 last year and 3 this may/june) to check for leaks.
So, to my untrained eye, the system is now leak free and all the new parts (and the old ones) are working as they should, but the refrigerant may contain too much oil/dye causing the high-side excessive pressure. But it could also be excessive charge (if their machine's scale is off...).
