If you are not close to him :

The Chinese clones usually come (or at least mine did) with a PCMCIA card programmed for Saab. This may not go up to the later years. Given that, you should just be able to plug it into the Tech2 head, put the Candi (which I assume is a serial to CAN adapter) in line to the diagnostic port and have at it, without security access. This is still pretty good. There are card images out there on the web and you can probably find an adapter or and old PC to program it for a later car. I did not need this for a 2005.

It has been a while since I did the install but I think there TIS2000 is a native Win32 app that expects to run on XP or maybe any 32 bit Windows. I think it is pretty buggy so probably OS specific. There is something called TISweb that is more modern and may still be supported for $. Both are a bit of an adventure and I never tried the web based one.

For the native TIS I had an old laptop and like Bernie and ran it on that. I would be really surprised if it ran under Linux/Wine. I would however expect it to run on a QEMU VM under modern Linux. Last I did this was for some professional software for legacy support and had to disable some of the modern emulated CPU features to get it to boot. I think I installed it off an OEM Windows disk and not one of the images out there that may be iffy for exploits. I used an emulated CDROM to USB Key. The USB did work fine so I would expect the serial port to work too. Obviously I would be very cautious about enabling the network port as this is and incredibly insecure OS these days.

The patch for security access should work too. If you get to to work it would be nice to post a complete VM image and some notes on how to enter the VIN. Obviously everyone is nervous that when they need to change a module the old laptop will not boot, so being able to run it on something modern would be nice (especially under WSL2).
