The guage displays a value computed by the engine computer based upon the manifold pressure sensor, so maybe the computer gives out a zero value when the engine is not running. I'll check on mine tonight.
In my old Audi, the boost guage measures the output of the pressure sensor directly, so it indicates 1.0 (atmospheric) if the engine isn't running but the ignition switch was on.
The other poster was right about the elevation affecting things too. I use the guage to give me an idea of how things are going. Boost too low (or too high), vacuum not high enough under deceleration indicate leaks in the intake or vacuum hoses many times.
