Some reasons to go either way: On the plus side for the 16"s - you are much less likely to experience a bent rim and/or a blow out when you hit something hidden in the snow (like a curb at a corner or parking entrance), or when you slam that pot hole. This is a real consideration. Also, narrower tires will out perform 17" tires in snow and ice because they cut deeper into the snow.
On the plus side for the 17"s - you have an extra set of the wheels you run year-round (assuming you have an Aero), so if you do bend one, you have some spares. 17" tires are stiffer, giving you much better cornering performance - why should you give this up during the winter months? - snow is on the road only a small percentage of the time, and why should you put up with poor performing wheels for 4 or more months of driving just for the few times that the road is covered with snow? A good set of 17" snows will be much better than 16"s during the 90% of the time you are driving on clean pavement.
I have had a blow-out on my 17" Aero rims from hitting a raised man-hole cover, and it is a real PITA, however, I am willing to risk that in order to have better handling and performance for the majority of the time that I am driving and it isn't snowing. I opted for the 17s for winter.
Don't forget to get rid of your spare 'donut' and use one of your off-season wheel/tires as your spare.
